Getting the reporting user to run an explain plan first on the potential reports to see whether something will run badly might help too :)

Educating users on the implications of full table, index scans will solve
a lot of headaches, and the DBA then can go back to sleep too. :)

Sit with the developer of reports and help her write better SQL.

Using CPU limitations is solving a symptom not the underlining problem.
