No, it means installing the Oracle cluster services.

As I said, you can cluster Windows 2000 Professional (I haven't been brave enough to try the Home edition yet!), which wouldn't know a piece of Microsoft clustering software if it came up and hit it on the head. Ergo, the MS cluster services are not intrinsic to the ability to RAC.

As Pete says elsewhere, that's not to say that there aren't certain clustering configurations where the MS stuff is needed: FailSafe (where one node is active, and the other just sits there, unconnected to and unused, waiting for disaster to strike) requires the MS clustering service. A "true" RAC (multiple, equally used, nodes accessing the same database simulataneously) not only doesn't need the MS cluster service, but can't work with it.
