Sevice Specific Error 186 on NT4.0-SP3

Hello,
I have a client (nt4-sp3 work station) that I tried to isntall developer/2000 runtime forms and Reports. The installation wnet smooth and via Easy config I was able to configure the connection to the Oracle 8.1.6 db. When I tried the connection through the test it passed. Also I was able to connect via SQLPLUS.

I rebooted the system and an error appeared. From the event viewer I got this message about the Oracle Reports server service:

The ORacle Reports Server [Rep60_CHAKOTAY] service returned service specific error 186.

When I start Forms runtime, it starts but crashes without a notice and the Reports runtime generated a Dr. Watson error.

Does anyone knows what is going on, and how can I fix it.
