Hi thee to technet.oracle.com and get registered immediately (it's free).
That then lets you read the entire set of documentation on the web. You can
also download every conceivable version of Oracle from there, without charge
(and the downloads are fully functional, not crippled in any way).
The only way to learn Oracle is to play with it. So get the Enterprise Edition downloaded and installed, and start (I'd suggest you stick with 9i).
As for self-study books and so on, have a look at something like the DBA Hand Book from Oracle Press. It pitches at about the right sort of level, without getting bogged down in too much detail too early. But keep an eye on that free documentation, too: the Oracle Concepts manual is a must.
Lurk in this group, and when interesting posts and suggested techniques are mentioned, try them out for yourself (remember to play). Any particular queries, visit www.google.com and poke around in the archives for this group. If that draws a blank, just ask.
Also have a look at Jonathan Lewis's site (www.jlcomp.demon.co.uk). It hosts a FAQ you'll find useful.
When you've had a bit of practice, Jonathan's book (Practical 8i) is a mine of useful information and insight, without too much techie theory.
