ORA-01031 : Insufficient Privileges ERROR MESSAGE

Lads,
we are currently attempting to deploy a solution for a client WEBHEAD
Dell 2450 - Dual PentiumŪ III Processor server, 1 GB RAM, 3-18 GB Internal Disk Drives, 1.44 Disk Drive, 24xCDROM, 1- Intel Dual Port NIC 10/100, 1-Onboard Intel NIC 10/100.
Red Hat Linux 7.1, Apache 1.3.6, oracle 9i client, PHP Sendmail, Perl5 and imagemagic

Database server
Dell 2450 - Dual PentiumŪ III Processor server, 1 GB RAM, 4-18 GB Internal Disk Drives, 1.44 Disk Drive, 24xCDROM, 1- Intel Dual Port NIC 10/100, 1-Onboard Intel NIC 10/100.
Windows 2000 Advance server and Oracle 9i. Currently getting the following error

When in the Database configuration assistant - I recieve the following error when trying to do anything with the database:

ORA-01031 : Insufficient Privileges

If you log on to the box in question - you should see this probelm in action as I have left it live.

Also, when the database was created there were two insufficient privileges errors (same as the above) when the oracle JVM was installing.I haven't seen this before - which suggests that it is something peculiar to the user permissions, software on the box, etc.

Can any one shed any light on the above problem
