All of the replies to this thread assume you have been able to create the repository, but I suspect you are running into a problem during repository creation. If you have an existing user that you are trying to use as the repository owner, you must grant the user the required system privileges. Simply granting the DBA role to this user will not work. Now the bad news...I'm at home, and I don't remember which privileges are require...I think:
connect (I know...I know...this is a role), create trigger, create procedure, execute any procedure, and maybe select any table.
Now, if you let the EMCA create a new user to be the repository owner, it will grant these privileges (and role) to the user, and you won't get the message.
