One instance can only ever manage one database.

And one database can only ever be managed by one instance *unless* you have configured for Oracle Parallel Server (or RAC in 9i).

OPS (and RAC) requires multiple boxes, new licenses, new software, vedor clustering software, a shared disk array using raw devices, and a brain the size of an airship to make it all work.

Without that little lot, what you are asking is impossible.
