I'm from the U.S., but it doesn't matter. Regardless of what Webster says, helping with the data model is one of the DBA's tasks (or at least it should be). Why else would Oracle test for it on the OCP exams? Another DBA task is recommending backup strategies based on the available budget and resources. That's got nothin' to do with "administration" either, but it's in there.

Perhaps the problem here is that you've only worked with a handfull "DBA's" and are generalizing that all DBAs are the same. This is definitely not the case. Some DBA's work on huge databases in teams of 5 or more and do primarily administration in your sense of the word. Others are administrators, sysops, and developers all rolled into one.
Don't take this the wrong way, but you seem to be over-generalizing.
