Oracle 8i Database Configuration Assistance can help you to create a database quite easiy, just a couple of parameters away. After it is created, you can configure the client with Net8 Assistant (the naming session only). After the conneciton is established, you can run DBA Studio in stand-alone mode to manage the database. These three are all GUI tools and quite easy to use. I am afraid Oracle has already done what you need.
