There are four (and only four) conditions that can cause this error message. The version of OEM (or Intelligent Agent) does not matter. The text of the message was different in OEM 1.x, but the meaning of the error is the same in all versions. Here the only possible problems:
In your post, you referenced the database accounts, but this error has nothing to do with the actual database users. Every type of job must be able to authenticate the OS user FIRST...and this error means that this authentication failed. All of your jobs (registered against any service on this box) will fail...node, database, backups, exports, imports, etc.
I'm sure you will find that one of the four things I listed are causing you all the grief, but if you check each of them, you will find your answer.....and remember that the password is case sensitive.
