The problem is that you expect Oracle to change its software, because
of Windows. However, Win NT is not very important platform for Oracle
databases.
I think that non-Windows look of Oracle SWs is one of the biggest
advantages of this product.
I've been using Oracle servers on HP-UX, AIX, Linux, NT, 2000s,
Solaris platforms. On all of them is Oracle behaviour and interface
roughly the same. If you will came to NT box or AIX, if you have
experiences from other platform, you can start it working. Of course,
some things are platform dependent, but you can make it work. The last
thing that I want to encounter is unnecessary changes in interface
just because some NT interface rule book says this window should has
this feature. Understand ? The first thing is Oracle, then operation
system. Is more important to switch between OS platforms easily than
accesibility of Oracle for strictly Windows users.
If we talk about complex softwares with difficult installation
process, then we can talk about SAP. Oracle installation is pretty
easy job comparing to SAP installation. And no one is complaining that
SAP should has the same install process as MS Money. :-)
My remmark about Access in this thread should be (of course) inserted
in tags <SARCASM></SARCASM>.

I will use same maybe rough words now. If is impossible for you to install Oracle Server, then you have two option. First do some learning (reading documentation, attend courses etc.) or use MS SQL, because if you can't install it you will have terrible times to make it work properly. Sorry but is hard to imagine more simplier task than installation of Oracle on Windows NT. Enterpise database sollutions is not turn on, look around, start working type of software.
