This is intended behavior. Bug 1158628 was filed for this but was closed as 'not a bug'. This was done deliberately as the information (a) would not be used to restrict resource use anyway (ie, via profiles) and (b) it was deemed to not be of use with respect to performance tuning. Also, another reason for not populating these fields for backgrounds is that it is difficult to establish start and end points of sample collection.
