Your user SYS doesn't have SYSDBA or SYSOPER privilege.
Please verify either
a) whether you are a member of the dba group on Unix or the OSDBA group on
NT
b) the remote_login_passwordfile parameter is either none or shared.
You connected using SYSTEM *without* SYSDBA or SYSOPER privilege.
