ORA-01033

Hi!
I have a database running on Unix (Compaq) and sometimes get the error "ora-01033 ORACLE initialization or shutdown in progress". Why is that so? The oracle support answer to this is, say, unbeliveable : Wait a few minutes and try again.
Can you give me a hand on this?
