OPEN_RESETLOGS In V$DATABASE

Oracle 8 or 8i introduced column OPEN_RESETLOGS in view v$database. I can't find any doco describing what this is for, or how its value is set for a database. If the value is NOT ALLOWED for a database, does that mean I can't use the RESETLOGS option with create control or alter database open statements? How is the value of the column set?
