There is a bug with OEM 2.2 and 8.1.7 (and possibly 8.1.6) but it usually affects the intelligent agent and not the listener. In your sqlnet.ora try changing
SQLNET.AUTHENTICATION_SERVICES= (NTS) to
SQLNET.AUTHENTICATION_SERVICES= () and see whether that helps.
