Not quite. At least as recently as 8.0.5, if you look in <oracle_home>\database\ you will find the startup files for your Oracle start services . . . these include the pfile parameter, which could then be modified. Or one could use Oradim to delete and recreate the sid definition, specifying the correct pfile when creating the new sid.
