I've found solution.
The syntax is correct and doesn't matter whether there are space
around '=' or not.
I suspected that whole /etc/system was ignored and made myself sure
after some checks. Problem was on OS side not on RDBMS side.
One of our disks failed and instead root disk we had host spare.
When I replaced the failed disk all went ok.
BTW I still don't know why /etc/system from hot spare was ignored but this is question for another news group.
