Cannot connect to Oracle8 from Enterprise Manager 2.2

I have installed Oracle Enterprise Manager (release 2.2) and I am attempting to connect to an Oracle8 server. I am using tnsnames.ora, set up and successfully tested in Net8 Assistant. 'TNSNAMES' is the only method I have selected for Local->Profile->Naming. Even though the test is successful in Net8 Assistant I am getting 'ORA-12154: TNS:could not resolve service name' when I try to connect to the database in SQL*Plus and DBA Studio (standalone). Any ideas why?
