From what you say and your lack of Oracle or HPUX stats to post my advice is to read up on HPUX performance also. It may not be just an Oracle problem.

For HPUX check the sar command,
kernel parameters, any other applications running on the server. I have seen hefty batch jobs polling every minute (cron). Or processes spawned until the process table was full. All blamed on the database "Performance".

Check the network connections too. I have seen 100MB NICs configured to 10MB, over capacity hubs and switches, etc blamed as "Database Performance Problems".
