Simple Licensing Question

We're planning to run Oracle 8i on a
Sun-based production environment (a website), and I think I understand how the licensing works for this (UPU - based on # CPUs, Mhz).

However, before we get there, we need to create a development and QA environment, which will be lighter weight boxes of the production (cheap sun boxes). The developers and testers will connect via network to it.

Question is, do we need to pay Larry the Big bucks for the QA and development environment? I can't find anything in Oracle licensing which makes any distinction. We did sign up for OTN, but am not sure if that lets us do development.

What is commonly done?
