The first thing to do is to go to the RAU and thoroughly check that you have the objects and privileges that Designer is expecting. If not create and/or grant them. In the Design editor you should see a "global shared workarea" under the server model tab. Right clicking on it should allow you to create a folder or an application system and to get started.
