I see Sybrand has provided the formally correct answer, and if you stick with that you'll be fine.

However, I'd point out that a simple 'delete from dba_jobs' will do the deed as well, and has the advantages of brevity and syntax clarity (I *do* so wish Oracle wasn't bundling so much database functionality into the convoluted syntax that are packages and procedures!)
