why "enabling contraints" message when constraints=N on imp

When doing an import explicitly stating that constraints=N, the output still says something to the effect of
"enabling constraints"..
All that seems to happen is that table triggers are enabled. Why enable constraints if I told imp not to? Maybe it's not, so what is it doing?
