Win2k, Oracle8i (8.1.7) and Enterprise 2.2

I am having trouble succssfully installing Oracle8i and Enterprise Manager on Win2K. After noticing the silent downgrade of JRE after installing Enterprise, I decided to reinstall Enterprise Manager in a separate Oracle Home.

Now, the problem, I have completely confused myself and the network installation. Initially, it appears that Enterprise (Ora81Em) could not locate the database installed in a separate Ora81Home although the tnsnames.ora of Enterprise matches Server's tnsnames.ora.

The clients receive error ora-12151 message. All reading to this point states "only one sqlnet.ora, tnsnames.ora" etc. How do the Enterprise connect to the Oracle81 Server without the second tnsnames.ora ?
