OEM JOB Fails - VNI-2022 Crypto operation failure

I'm having trouble getting the job facility in OEM 2.1 working. I created a simple test job to analyze a table but it fails with a VNI-2022 : Crypto operation failure. I don't have any of the advanced security turned on.] I also turned on tracing the only thing that looked strange was that there were multiple 'nsopen: onable to open transport' messages. Anyone run into this error before? The version is Oracle 8.1.6 on Solaris. I have the same setup working on another box with out a problem. Also can't seem to find much documentation on VNI errors.
