devloper 2000 v2 installation problem on win98

can anyone help me?

i am unable to install developer 2000 v2 on win98 machines of my LAN (almost all of them- 70 machines) only five machines are working. I get illegal operation while istalling dev2000 v2 even on a fresh win98 installed system. five of them are working, it means that the developer 2000 cd is OK. I could reduce my problem by installing internet explorer (it could be because microsoft uses internet explorer as its bug fixer for win98/95 systems)
