optimizer_mode is an INIT.ORA parameter - it therefore affects the
instance started with that INIT.ORA and all sessions running against
that instance that do not override the setting. "Alter session set
optimizer_goal ..." is session level - one can therefore override the
instance level optimizer_mode in one's session. Yet another way is to
include hints in statements submitted in one's session. This overrides
both optimizer_mode and optimizer_goal.
