Export File Parser

Does anyone know of a program which can read the export flat file produced with export rows=n, and output executable DDL and DCL statements?

Preferably, the program would be "up to date" in terms of being able to read the export flatfile produced even by Version 8.1 (8i) of Oracle Export.
