Novice,
Hi. I am assuming you are on NT. Do this at the command prompt.
Go to the start menu -> run->cmd
At the command prompt type in svrmgr23 if you have 7.3
svrmgr30 if you have oracle 8 and svrmgr81 if you have 8i.
You should see a svrmgr> prompt
Issue a command startup.
svrmgr>startup
Try to connect to your database through sqlplus.
If you get another error get back to me .
