How do you know it's not working? What tool are you using?
If SQL*PLUS, make sure you are using "set serveroutput on".
Try putting a "*" at the end of the parameter in the init?.ora,
possibly the directory specification is invalid.
Make sure you connect before issuing the "set" command.
Some ideas to try.......
