Anyone using Enteprise Manager on a Win98 Box

I have the 805 client version of the software and installed onto a Win98 machine. Whenever I try to execute anything in the Enterprise Manager suite I get the following Windows error: "Windows cannot run this program because it is in an invalid format." After tracing calls the executable VOC.exe is calling a non-existant dll, "t.dll". This software worked fine on an NT 4 and NT2K box. Also, sqlplus and the other utilities work fine. I have done three different installs (uninstalling each first) and same thing each time.

Just wondering if maybe my CD is bad or this is common with this version of the client software. This really blows because Win98 is my second OS on this box and the Oracle Developer tools will only install in C:\blah..... and Seagate Info acts real buggy on NT 4. *gasp* ..waiting for the day when windows finally dies and all software is designed for NT or better yet, Oracle ports their tools to Solaris.
