Oracle 8i installation on Turbolinux 6.0

After I installed Oracle 8i, and trying to run
dbassist, the following error appears:



JNLS Exception: oracle.ntpgjls.JNLS exception
Unable to find any National Character Sets please
check your Oracle installation ..



What is this error and how to start the db after
installation... Dbstart does not result in
anything.
