Oracle datafile consistent ?

When you try to open a database that contains a datafile in need of media recovery you get the message:

   ORA-1194 file xxxx needs more recovery to be consistent

My question is how does Oracle know this ? I assume that it's comparing the SCN from the datafile header to something else, but I'd like to know what that something else is.
