See http://technet.oracle.com/doc/server815.htm for the document getting to know Oracle8i, it lists all of the new features of 8.0 and 8.1 - what they are and so on. 8i is more then Internet in my opinion.
You need a logon for technet, they are free and you can get one right away if you do not have one.
