I've been having the same trouble here. I can't tell if the system environment variable it needs is "wv_gateway_cfg" or "wwv_gateway_cfg". Moreover, do these get put in the "system" envvars area or the "user" envvars?

I've tried all permutations but still get the same error as you.

Any progress on your end?
