CLOB error????

Dear all,
When I create a table with a CLOB/NCLOB field, I received following error.

ORA-22866: default character set is of varying width

However, I create the table by "SYSTEM" user using same script, no error occurred.
Who know why???

FYI, The character set of the database is ZHT16BIG5.
