svrmgrl is an oracle-commandline-tool to administrate the database.
like 'alter database ...' or startup/shutdown
In Oracle 8.1.x (8i) the functionality has merged into sqlplus
so you would not need svrmgrl any more!
it is installed with OracleServer-Software
