I don't have a good answer to this but I have been banging my head against the same sort of problem with Linux Oracle 8.0.5. SQL*Plus would to connect to other Oracle 8 hosts but not Oracle 7. (The Oracle 7 hosts could connect to my Linux Oracle 8 host no problem.) tnsping worked fine every way.

In the end I solved the problem by installing Oracleu 8.0.5.1 EE and everything is now working as it should. I wish I knew why.
