Log Archive Destination problem!!

Hello,

My Database is Oracle8 Enterprise Edition Release 8.0.4.0.0 . I've enabled archive log mode and set the parameter log_archive_dest = /oracle/dbs/arch,
and executed 'ARCHIVE LOG LIST' on svrmgrl to confirm the parameters
>Database log mode Archive Mode
>Automatic archival Enabled
>Archive destination /oracle/dbs/arch

But the archive log files are generated to '/oracle/dbs', the parent directory.
How should I set the archive log destination to match the parameter file ??
