Partitioning option not enable.....

I want to ceate a partition table, but it ocurr "ora-00439, feature not enable: partitioning".
what should I do next? May I set the parameter 'Partitioning' to TRUE ?
Or the Partiontioning Option is an add-on product, I'ld spend money to buy it?
