How to update multiple DB w/o replication

Hello,

    I need to establish two databases. one located in HK, one located in China. Can I update two databases simultaneously. But I cannot use trigger becuase it will cause mutation error. However, because of the budget. We will not use Advanced Replication Options in Enterprise Edition. I heard that I can archive it by modification of Listener. If listener listened the connection. It will estblish mulitple connection to multiple instance. I would like to know that is it true and is there anyone
have the experience on this ?
