Milliseconds and DATE field

Does the DATE field in Oracle8 support milliseconds ?

If yes, how do I use SQL to INSERT a record with a date/time value in the format 'YYYY-MM-DD hh:mm:ss:uuu', where uuu is the milliseconds ?

If no, is there another field type that supports milliseconds (like the DateTime field in an MS SQL Server) ?
