[Help] 8i ORA-12540: TNS:internal limit restric ERROR !!

Hi,

My O/S is Linux. I have installed oracle 8i server by selecting custom installation and 'All Products'.
And I program using php.
But I get the following error.

What could be the reason? Any suggestions please...
