Technically there is no problem to do this. You can acomplish that by either using migration utility or doing it manually (that I prefer).
Practically, most of out customers moving the opposite direction, i.e from NT to AIX.
As per who is suppose to do it - it is a matter of roles and resposibilities
in your organization - DBA is prefered
