I don't know whether this is your problem, but Oracle has two versions of
"Western European" character sets. One is, I think 7 bits, and is used by
American English. The other is 8 bits and is used by Western European
languages that need accents and other non-American characters. Others here
may correct, me but I believe it is fairly easy to move from 7 bits to 8 but
not the other way around.
