No Icons and Bitmaps with Developer Forms Server and OAS4.0.7

Hello!
We use the Developer Forms Server and OAS 4.0.7 on NT 4.0 on BrowserSite you can start the Formsapplication but no ToolBar is seen and no Bitmaps will be displayed.

i know that ther exeists a Regestry.dat for setting default-Values in Java but chnging this file has no effect on displaying bitmaps

Would yo have an idea what is the reason for?
