Even though you have experience enough, You can NOT know whether your concepts are correct, whether your experience is applicable.
We have seen many self-proclaimed veterans do many laughing matters.

On the other side, a cert can not witness that you have the ability to resolve problems, achieve projects.

The best material? Of cause, the Oracle manual. Another necessity is planty of practical experience. The Oracle Education is not necessary, I never took it. All the course material can be found in Oracle manual.
