server-side debug installation

I'm using Oracle 7.3.2 and want to debug some function's or procedures, but my tool always tells me:
"If you are running Oracle 7.3.2, please ensure that required server-side installation has been completed. If you are running Oracle 7.3.3 or higher please ensure that the catalog scripts have been run."

But, how to install these server-sided packages? Thanks for any help!
