Using Oracl DDL-Statements in Procedures/Triggers on V. 7.3.2.2 and higher

We are making an application where we want to be able to create synonyms, tables and indexes
on the fly from triggers and procedures. Does anybody know how this may be done in an basic
Oracle installation, or if there are any packages we may install to give us this functionality.
